PNG DNPM Development Information System
Cloudcode PNG developed the National Planning Development Information System (DIS) to address long-standing challenges in how government agencies captured and reported performance data. Working closely with the Department of National Planning & Monitoring, we designed a centralized platform that standardizes KPI submissions from Sector Agencies, applies validation and approval workflows, and provides the Monitoring & Evaluation Division with timely, accurate insights for national planning. Single sign-on integration ensures secure, seamless access across all DIS applications, balancing security with usability while simplifying governance.

Built on a modern, open-source enterprise stack and deployed using containerized microservices, DIS was architected for scalability, resilience, and long-term sustainability. The modular design makes it easier to extend, integrate, and maintain, while analytics dashboards empower decision makers with data they can trust. By improving reporting speed, data quality, and accountability, the system enables evidence-based planning and strengthens transparency in delivering the Medium-Term Development Plan.

Cloudcode PNG delivered the DIS by partnering with DNPM, using agile methods and modern open-source technologies to build a secure, scalable platform for KPI reporting and monitoring.

The Mission
The mission of the PNG National Planning Development Information System (DIS) is to strengthen evidence-based planning and monitoring by providing a secure, centralized platform for collecting KPI data from Sector Agencies, streamlining reporting for the Monitoring & Evaluation Division, and enabling government leaders to make timely, informed decisions in delivering the Medium-Term Development Plan.
Our Approach
Cloudcode PNG approached the development of the PNG National Planning Development Information System (DIS) with a focus on solving real governance and data management challenges rather than just deploying technology.

From the outset, we collaborated with the Department of National Planning & Monitoring (DNPM) to map processes, reporting obligations, and the recurring obstacles faced by Sector Agencies. This discovery work ensured that every design decision – functional and technical – was grounded in operational reality and would deliver measurable value across planning and monitoring workflows.

Challenges We Addressed

A central challenge was the fragmented nature of performance data. Agencies relied on spreadsheets, siloed systems, or manual reporting, which created delays, inconsistent formats, and limited visibility. The Monitoring & Evaluation (M&E) Division needed a platform that could consolidate inputs, apply validations, and generate timely, trustworthy insights for policy makers. We answered this with a centralized KPI data entry application that provides structured forms, role-based workflows, and approval paths to lift data quality and accountability.

Trust and security were equally critical. Government stakeholders required strong protection for sensitive development data, while end users needed a seamless sign-in experience. We implemented single sign-on (SSO) via the government identity  platform, delivering consistent access policies across all DIS applications. This approach balances strong security with ease of use, and simplifies governance through a unified identity layer and comprehensive auditability.

Architecture & Delivery
Rather than a monolith, DIS was engineered as a modular, service-oriented platform. Individual applications for data entry, analytics, administration, and integration run as independent components, allowing the solution to scale horizontally and evolve without downtime. This modular design also accelerates future enhancements—new dashboards, new data domains, or external integrations can be added with minimal disruption to existing operations.
Final Results

The DIS project delivered a secure, scalable platform that transformed how the Department of National Planning & Monitoring manages performance data. Sector Agencies can now submit KPIs through structured digital forms with validations and approval workflows, reducing errors and delays. The Monitoring & Evaluation Division has access to interactive dashboards and reports, allowing faster and more accurate assessments of national development progress.

By centralizing KPI data, integrating single sign-on for secure access, and adopting a modular, cloud-native architecture, the system improved data quality, enhanced transparency, and accelerated reporting cycles. The result is a sustainable digital solution that enables evidence-based decision making and strengthens accountability in implementing Papua New Guinea’s Medium-Term Development Plan.
