CIC HR Management Information System
Implemented on 4 June 2020, this World Bank–funded project under the PPAP Program modernised HR management for the Coffee Industry Corporation (CIC) through a secure, centralized digital system designed and delivered by Cloudcode.
CIC HR Management Information System
The PNG Coffee Industry Corporation HRMIS, implemented on 4 June 2020 under the World Bank’s PPAP program, represents a major step in modernising HR management in the coffee sector. Designed and developed by Cloudcode PNG, the system introduced centralised staff records, automated payroll and leave management, and streamlined HR workflows supported by dashboards and reports.

By replacing manual processes with a secure, digital platform, the HRMIS has improved accuracy, reduced delays, and enhanced transparency in HR operations. The project not only strengthened CIC’s internal efficiency but also set a benchmark for digital transformation in Papua New Guinea’s agriculture sector.

How we Completed

We completed the HRMIS project by engaging CIC stakeholders throughout, validating requirements through workshops, and delivering incremental modules with early user feedback.

Using secure deployment practices and structured training programs, Cloudcode ensured that the system went live smoothly on 4 June 2020, meeting both the operational needs of CIC and the accountability standards of the World Bank–funded PPAP program.

The Mission
The mission of the HRMIS project was to strengthen workforce management within the Coffee Industry Corporation by replacing manual, paper-based processes with a robust digital platform. The goal was to improve transparency, accuracy, and efficiency in managing staff records, payroll, leave, and performance—ultimately enabling CIC to better support its employees and stakeholders in the coffee sector.
Our Approach
Cloudcode worked closely with CIC management and HR teams to capture their workflows and design a system that addressed both operational and compliance requirements. We followed an agile approach, delivering the system in iterative phases to validate functionality and gather feedback from end-users. Training and onboarding sessions ensured that CIC staff quickly adapted to the new platform and gained confidence in digital HR processes.
Challenges We Addressed
Prior to this project, CIC relied on fragmented manual systems that created inefficiencies, duplication, and risks of data loss. Payroll and leave management were prone to errors, while reporting was slow and difficult. We addressed these challenges by introducing secure centralisation of staff data, automated payroll and leave calculations, built-in validations, and role-based access to protect sensitive HR information. This eliminated manual bottlenecks and significantly improved accuracy and accountability.
Architecture & Delivery
The HRMIS was built on a modern, modular architecture designed for scalability and long-term maintainability. Delivered as a secure web application, it provided CIC with a centralised HR database, workflow-driven modules for recruitment, payroll, and performance, and comprehensive reporting dashboards. The use of open-source enterprise technologies and containerised deployment practices ensured flexibility, cost-effectiveness, and a smooth rollout across CIC offices.
Final Results
The system delivered measurable improvements in HR operations across the Coffee Industry Corporation. Staff data became centralised and secure, payroll and leave processing became faster and more accurate, and managers gained real-time visibility into workforce metrics. The HRMIS enhanced compliance with reporting requirements, reduced administrative workload, and enabled the organisation to better focus on supporting its people and driving growth in Papua New Guinea’s coffee industry.
