PNG DoF E-Receipting System

Cloudcode PNG developed a modern e-receipting system for the Department of Finance, built on a secure microservices architecture running in Docker. The platform integrates with core government services—including SMS, USSD, and Internet Payment Gateways—to provide real-time payment processing and digital receipts. It features three tailored web applications: an Admin Portal for Finance administrators to manage the system, Agency Portals for government departments to oversee their own transactions, and a Customer Portal for citizens to conveniently pay for government services online.

PNG DoF E-Receipting System

Cloudcode PNG partnered with the Department of Finance to design and deliver a cloud-native, microservices-based e-receipting platform that digitises how payments are made and verified across government. By integrating with SMS, USSD, Internet Payment Gateway, and other APIs, the solution brings all core channels into a single, governed flow—supported by SSO, granular permissions, and end-to-end auditability.

With dedicated Admin, Agency, and Customer web applications, the system streamlines operations for Finance, empowers agencies to manage their own receipting, and gives citizens a fast, secure way to pay for services and receive digital proof. The result is a scalable foundation for transparent revenue collection and ongoing digital transformation across PNG.

How we Completed

The PNG DoF E-Receipting project was completed through close collaboration with the Department of Finance, following an agile delivery model with iterative releases. We combined stakeholder workshops, rapid prototyping, and continuous testing to validate each component, while deploying microservices within secure Docker containers. By integrating early with payment gateways and agency workflows, we ensured the platform was delivered on time, aligned with government requirements, and ready to scale nationwide.

The Mission

Enable transparent, timely, and citizen-friendly revenue collection by replacing paper-based receipting with a secure digital system. The platform empowers the Department of Finance to standardise processes across agencies, improve auditability and controls, and make it easier for customers to pay for government services through familiar channels.

Our Approach

We co-designed the solution with Department of Finance stakeholders, running discovery and prototyping workshops, then delivering in agile increments. Each release focused on real transaction flows end-to-end—from customer payment through to receipt issuance and agency reconciliation—so value reached users early while keeping security, compliance, and performance front and centre.

Challenges We Addressed

Legacy, manual receipting created delays, inconsistent records, and limited visibility. We addressed fragmented payment channels, varying agency needs, and the necessity for strong identity, fraud controls, and audit trails. The system now unifies payment across SMS/USSD/online gateways, validates data at the point of entry, and provides clear operational oversight to Finance and agencies.

Architecture & Delivery

The platform is built as a collection of containerised microservices orchestrated to scale independently and deploy reliably. It integrates with the SMS Gateway, USSD Gateway, Internet Payment Gateway, and other secured APIs, and exposes three focused web apps: an Admin Web App for Finance to govern the ecosystem, an Agency Web App for department-level operations, and a Customer Web App for making payments and receiving digital receipts. Single sign-on, role-based access, observability, and CI/CD keep operations secure and maintainable.

Final Results

The e-Receipting System modernises non-tax revenue collection with real-time payments, instant digital receipts, and unified reporting. Agencies benefit from cleaner data and faster reconciliation; citizens gain convenient, multi-channel payment options; and the Department of Finance gains stronger controls, transparency, and the ability to expand services without disrupting operations.
